Jerry “Jay” McCargo
President & CEO

Mr. McCargo has more than 25 years of successful experience working with organizations from Fortune 500 companies to small businesses in the technology and government contracting market.

Mr. McCargo has held executive management roles in technology marketing, corporate development, business development, operations and program management, and sales prior to leading ARServices. Most recently, he served as Vice President of Marketing/Chief Marketing Officer for AT&T Government Solutions, a multi-billion dollar strategic business unit of AT&T, where he had full responsibility for marketing programs and communications; offer management, including pricing strategy; and business unit planning and performance.

Prior to joining AT&T, Mr. McCargo was Vice President of Business Development for WAM!NET Government Services, Executive Vice President Sales and Marketing for NCI Information Systems, and Vice President of Sales and Marketing for the Information Technology Solutions business sector at Unisys Federal Systems. He was also a Director of National Accounts for Verizon Federal Systems.

Mr. McCargo has a BA in Political Science and English from the University of Rhode Island and a Masters in Business Administration from American University. He has professional certifications from the Wharton School of Business at the University of Pennsylvania, the Tuck School of Business at Dartmouth College, and George Washington University.

John Ratliff
Chief Financial Officer

Mr. Ratliff joined the ARServices team in December of 2015 as Chief Financial Officer. In this role, he is responsible for all aspects of the company’s finances, including the maintenance of cash controls and bank reconciliations, payroll processing, accounts payable, required financial reporting, supervision of cash reserves and investments, budget development for various departments, and protection of ARServices assets.

Prior to joining ARServices, Mr. Ratliff served as the Corporate Controller for Defense Group Inc., Vice President of Operations for Women in Community Service, Inc., and Chief Financial Officer for Diplomatic Language Services, Inc.

Mr. Ratliff earned his Master’s degree in International Business Studies at the University of South Carolina.

Larissa Hanpeter
Director of Human Resources

In her role as Director of Human Resources, Ms. Hanpeter is responsible for overseeing recruitment and retention initiatives, compensation and payroll systems, and the company’s compliance with federal and state employment regulations.

Prior to joining ARServices, Ms. Hanpeter served as the Director of Shared Services for the Catholic Charities of the Archdiocese of Washington, a non-profit charitable social services agency. In that role, she was responsible for managing benefits, payroll, compensation, HRIS and compliance operations for more than 80 locations, while also serving as EEO and Affirmative Action Officer.

Before her tenure with the Catholic Charities of the Archdiocese of Washington, Ms. Hanpeter held human resources positions with government contractors, AAC, Inc. and Paradigm Technologies, Inc.

Ms. Hanpeter earned her BA in Law and Society from The American University and holds the SPHR, SHRM-SCP and Certified Compensation Professional (CCP) professional designations.

Kevin Stenstrom
Director of Business Development

Mr. Stenstrom is the Director of Business Development at ARServices, where he is responsible for the development and expansion of the company’s business profile within the Department of Defense and federal civilian marketplaces.

Prior to joining ARServices, Mr. Stenstrom was Senior Director of Business Development and Strategic Planning at ASRC Federal Holding Co., where he served as the key architect of the company’s go-to-market plans. During his tenure, his efforts supported the growth of ASRC Federal’s business to more than $800 million in revenue and helped increase the company’s new business win rate to 89 percent.

Mr. Stenstrom is a retired U.S. Naval aviator with over 3000 hours in the P-3C aircraft.   During his military career, he also served as a Strategic Planner in the Navy International Programs Office, and as Branch Chief for Communications Interoperability within the Pacific Command’s Communications Systems Directorate.
