Jerry “Jay” McCargo
President & CEO

Mr. McCargo has more than 25 years of successful experience working with organizations from Fortune 500 companies to small businesses in the technology and government contracting market.

Mr. McCargo has held executive management roles in technology marketing, corporate development, business development, operations and program management, and sales prior to leading ARServices. Most recently, he served as Vice President of Marketing/Chief Marketing Officer for AT&T Government Solutions, a multi-billion dollar strategic business unit of AT&T, where he had full responsibility for marketing programs and communications; offer management, including pricing strategy; and business unit planning and performance.

Prior to joining AT&T, Mr. McCargo was Vice President of Business Development for WAM!NET Government Services, Executive Vice President Sales and Marketing for NCI Information Systems, and Vice President of Sales and Marketing for the Information Technology Solutions business sector at Unisys Federal Systems. He was also a Director of National Accounts for Verizon Federal Systems.

Mr. McCargo has a BA in Political Science and English from the University of Rhode Island and a Masters in Business Administration from American University. He has professional certifications from the Wharton School of Business at the University of Pennsylvania, the Tuck School of Business at Dartmouth College, and George Washington University.

Philip Rizzi
Executive Vice President

In early July, Phil Rizzi joined ARServices as Executive Vice President. Phil supports service delivery for ARServices’ three lines of business: research and development support services, business transformation services, and integrated logistics services.  Additionally, Phil oversees all business development and proposal operations.

Phil has over 30 years of experience supporting new and mature programs at over a dozen agencies in the federal civilian and defense markets.

Prior to joining ARServices, Phil served for nearly five years as Vice President at CALIBRE Systems, Inc., where he oversaw two separate operating divisions focused on energy, environment, infrastructure, and human capital and training. He was also a Vice President at SRA International, where he led one of their largest business units focused on environment, energy, and organizational performance.

Phil is an accomplished speaker and presenter, with over 50 presentations and speaking engagements on topics related to government regulations and compliance, organizational transformation, and human capital and workforce issues facing the federal government. He received his Bachelor of Arts degree from Brown University and a Master of Public Policy degree from the John F. Kennedy School of Government at Harvard University. Phil and his wife Lori have two children, Lilly and Spencer, and reside in Arlington, VA.

John Ratliff
Chief Financial Officer

Mr. Ratliff joined the ARServices team in December of 2015 as Chief Financial Officer. In this role, he is responsible for all aspects of the company’s finances, including the maintenance of cash controls and bank reconciliations, payroll processing, accounts payable, required financial reporting, supervision of cash reserves and investments, budget development for various departments, and protection of ARServices assets.

Prior to joining ARServices, Mr. Ratliff served as the Corporate Controller for Defense Group Inc., Vice President of Operations for Women in Community Service, Inc., and Chief Financial Officer for Diplomatic Language Services, Inc.

Mr. Ratliff earned his Master’s degree in International Business Studies at the University of South Carolina.

Shangrila Johnson
Director of Human Resources

Mrs. Johnson has over 15 years of wide-ranging human resources experience and has held senior leadership roles in several growing and acquired organizations. She has extensive experience working in a variety of industries, including defense, non-profit, hospitality, healthcare, services, and software.

Before joining ARServices in 2021, Ms. Johnson held human resources positions with To Thrive Consulting Group, Amida Technology Solutions, B-Line Medical, Pacific Institute for Research and Evaluation (PIRE), and Praxis, Inc.

A certified Senior Professional in Human Resources® (SPHR), she holds Bachelor’s and Master’s degrees in Human Resources Management from the University of Maryland, and is currently pursuing her Executive Leadership Coaching certification from George Mason University.

She is a native Washingtonian and enjoys any place that has a beach.
