ARServices provides program management expertise to support the execution of CWC mission in support of the CWC and/or demilitarization operations.

  • Ensure any newly hired on-site escorts undergo Government-provided training at first opportunity
  • Perform CWC treaty escort and escort support functions in support during approximately 12-hour shifts, covering collectively up to 24 hours per day and 365 days per year
  • Ensure personnel are fully trained and maintain certifications necessary to fulfill duties
  • Accompany inspectors during on-site inspection and selected other activities
  • Providing inspectors with appropriate information or explanation of relevant routine on-site treaty and demilitarization procedures, and referring non-relevant or non-routine inspection team questions to the appropriate authority

Defense Nuclear Detection Office (DNDO), Systems Engineering Support Program (SESP)

ARServices provides abstract or concept studies and analysis, requirements analysis and definition, and preliminary planning. Assistance is provided in the evaluation of alternative technical approaches and associated costs for the development of a particular system, project, mission or activity.

Project tasks include:

  • Develop technical documents to support both the test planning phase (Test Plans and Analysis Plans) and reporting phase (Test Reports and briefs) of T&E Events
  • Support the execution of T&E events on-site Perform analysis on data collected to support both the planning phase and reporting phase of T&E Events
  • Monitor the development of test requirements and test objectives to ensure physical and logistical testability of systems

Research and Development (RD) Directorate, Advisory and Assistance Services

ARServices provides research, planning, design, development, implementation, integration, testing, and evaluation of emerging and mature technologies and development of transition strategies. We assess state-of-the-art and emerging technology for utility, maturity, and risk; assist in improving the RD decision-making process and procedures; provide program/project management support services; assist in the development of the science and technology program; provide technical, administrative and logistical support for planning, implementing, and evaluating program activities; provide oversight support for resource management/budgeting activities.

ARServices provides in-depth scientific analyses and technology assessments across the spectrum of science and technology-related systems, including assessing soundness of alternative scientific and technological approaches and evaluating research results.

Project tasks include:

  • Provide program management expertise to support the execution of R&D programs and projects throughout the acquisition life cycle
  • Assist in developing science and technology program as well as assist the government in developing organizational policies and processes
  • Establish and maintain technical interfaces with recognized technical experts and professional contacts with leaders in industry, academia and government arenas pertinent to CBRNE WMD technologies
  • Provide technical and logistical support for planning, implementing and evaluating program activities which may include, but not limited to, response to taskings and inquiries, preparation of budget and fiscal execution information, program reports and conducting and reporting meetings, conferences and working group activities
Defense Threat Reduction Agency (DTRA)
Operations and Nuclear (ON) Support Directorate, Advisory and Assistance Services

ARServices provides advisory and assistance services (A&AS) for the Defense Threat Reduction Agency (DTRA) in support of the Operations, Readiness, & Exercises Directorate. The overall tasks include researching, planning, designing, developing, implementing, integrating, applying, and developing transitioning capabilities dealing with Weapons of Mass Destruction (WMD) to DTRA and its customers.

Project tasks include:

  • Assist in integration of highly specialized and technical CBRN support across Departments/ divisions in the Operations, Readiness, & Exercises Directorate; other DoD, Federal and civilian organizations; and partner nations
  • Provide CBRN preparedness expertise to include: safety, security, response, mitigation, emergency/disaster response, training, transportation, storage, infrastructure and related technologies
  • Plan, direct, conduct, track, evaluate and document assessments, exercises, and training projectsDevelop, maintain and execute training, knowledge management, experimentation, lessons learned, and doctrine programs
  • Provide modeling and simulation development and analysis
  • Conduct technical performance, cost, and schedule analysis

Defense Logistics Agency (DLA)
Research and Development (R&D) PMO Support

ARServices provides support to the Defense Logistics Agency Research and Development (R&D) Program Office to assist them in accomplishing the R&D Program Office mission and objectives. Support services include HQ DLA R&D Strategic Planning and Programming Support, DLA R&D Program’ Office Support and R&D Financial Management Support. ARServices develops recommendations for R&D plans, policies, structure and implementation. Personnel perform analysis of alternative courses of action for project planning, organizing, and controlling R&D office functions. ARServices also provides management and policy analysis support for project-specific requirements and provides data collection, analytical, evaluative and support for an R&D program.

The primary activities on this project are:

  • Developing, maintaining, and preparing draft documentation, program plans, presentations, budget documents, analyses, and briefing materials
  • Support joint planning efforts of the Joint Directors Manufacturing Technology Program (JDMTP) and other OSD and DoD R&D
  • Validating functional requirements documentation
  • Preparing and documenting recommendations of alternative approaches to executing programs and requirements from stakeholders that captures and communicates needs
  • Preparing summary and financial reports
  • Draft analyses and documentation needed to support the Program Budget Review (PBR) submission of the DLA R&D Program requirements
  • Documenting day-to-day control and management of formulation, execution, and/or analysis of the budget and funding requirements
Defense Threat Reduction Agency (DTRA)
Cooperative Threat Reduction (CTR), Subject Matter Expert – Middle East Region

ARServices provides medical, public health, public policy, cultural, linguistic and political subject matter expertise in support of DTRA’s Cooperative Threat Reduction (CTR) activities in the Middle East Region.

Project tasks include:

  • Participation in meetings, conferences, teleconferences and other activities of interest in the local Washington, DC metro area
  • Travel to and participation in meetings, conferences, and other activities of interest
  • Assistance with the planning, coordination, facilitation, and execution of events by communicating with stakeholders in the Middle East region
  • Ad-hoc analysis on current events, leadership and implementation challenges in the Middle East region
Chief of Naval Operations (OPNAV), Operational Effectiveness Initiative

ARServices develops and maintains program management products on the Program Objective Memorandum (POM) process, organizational process improvement, and change management. This includes providing implementation planning and developing governance models for the OPNAV Reorganization and the development of the Navy’s new POM process. The products produced for these forums include schedules, agendas, discussion topics, presentations, briefing packages, milestone charts, meeting notes & correspondence.

ARServices conducts business case analyses, tradeoff assessments driven by analyses of qualitative and quantitative data sources that informs strategic direction and supports decision making in development of the Navy’s POM and staff reorganization.

Project tasks include:

  • Review and analyze existing organizational activities in four separate tasks areas and facilitate improvements
  • Create high-level process documentation and Standard Operating Procedures (SOPs) for the major business processes
  • Document and analyze the “As Is” processes to identify improvements and develop a roadmap to achieve “Desired State” processes
  • Analyze workforce alignment and identify workforce development opportunities
  • Define gaps in current capabilities and capacities that need to be addressed
  • Develop internal and external stakeholder change management plans, performance measures and a performance monitoring approach for continuous improvement
  • Define training needs and develop training curriculum for N80 leadership, orientation for personnel, on-boarding training, and additional role-based training
Defense Nuclear Facilities Safety Board (DNFSB),
Administrative Support Services

ARServices conducts the planning, monitoring, execution and close out of various support projects for DNFSB, whose mission is to ensure and enhance the safety and security at our Nation’s most sensitive defense nuclear facilities.
Project tasks include:

  • Provide Human Resources Program Support and prepare and distribute correspondence, program documentation, and forms, create reports and other materials using office automation software (i.e. MS Office Suite application for word processing, spreadsheets, charts and graphs) and other standard office equipment.
  • Assist with the maintenance of the Board's Classified Document Control Program, including the logging in of received documents, the storing of such, and maintaining the inventory. (3.1)
  • Perform project management tasks including, providing quality assurance; managing resources; analyzing issues and problems and recommending their solution; communicating orally and in writing on all aspects of the work performed under this contract; presenting formal and informal briefings to Board technical and non-technical staff as requested; maintaining meeting minutes when requested as well as project lists, project and work schedules, timesheets, contact lists, and performing other duties associated with project management Assist in the submittal of paperwork to DOE Personnel Security for processing of security investigations and re-investigations and maintain tracking database of paperwork submitted
  • Maintain the board's personnel security folders, including personal updates, foreign travel, investigation information, annual security briefings, etc
Department of Homeland Security (DHS)
Transportation Security Administration (TSA), Business and Operations Support Services (BOSS)

ARServices provides an array of HR services to TSA’s Office of Security Capabilities (OSC). Processes include control procedures, inspections, and checkpoints that are used to ensure/guarantee quality, quantity, timeliness, responsiveness, and customer satisfaction. Additional human resources support includes advising management on Federal recruitment strategies; advising and assisting supervisors in development of employee’s performance plans.

Project tasks include:

  • Advise management personnel on the TSA selection and interview process by developing interview materials from standard validated questions housed in the office of Human Capital HR Access Database
  • Maintain personnel folders
  • Provide training administrative support, to track and maintain overall OSC and individual reports on employee’s training status
  • Recommend training plans to support employee proficiency, professional development and leadership development
  • Review employees’ Individual Development Plans (IDPs)
  • Conduct internal OSC Employee Orientation and prepare and maintain Onboarding ProceduralHandbook to assist with in-processing of recently selected candidates
  • Develop internal OSC policy and administer the program on Awards and Recognition (MVP, Person of the Quarter Time Off, Performance Awards, TSA Honorary Awards, On the Spot etc.).


NIH, National Cancer Institute (NCI)
Division of Cancer Prevention (DCP), Protocol Information Office (PIO) Support

ARServices provides administrative support services for the processing of clinical trial protocol documents and tracking the implementation and completion of human clinical research studies.

Project tasks include:

  • Abstract key elements of information from protocol-related documents
  • Maintain complete/accurate electronic and hardcopy files for all clinical DCP clinical trials
  • Provide clinical trials review support
  • Perform and manage QA of people-related data (investigators, coordinators, reviews, etc.)
  • Identify technology solutions to streamline protocol development processes
U.S. Naval Research Laboratory (NRL)
Human Resources Office (HRO) Operations, Management and Technical Support

ARServices performs an array of management and technical support for the NRL Human Resource operations. Services include technical coordination support, and expert decision-making analysis of government functions. Tasks include support in the following areas: Staffing, Classification, Employee Relations, Employee Development, Administrative, and Data Management Support.

Project tasks include:

  • Canvas, collect, and analyze data in regards to projects that are designed to develop and implement new human capital management policies
  • Perform occupational analyses and conduct studies
  • Provides transition and retirement services
  • Support automation implementation of HRO and personnel databases
  • Provide training guidelines, materials, assistance, and requirements for the various Demonstration Project initiatives.
  • COnduct comprehensive personnel management program evaluations to ensure quality of service, timeliness, effectiveness, and adherence to laws and regulations
  • Research regulations and programs at other activities, government agencies, and private industry in an effort to develop programs that will better utilize the changing labor market, overcome salary disparities, and increase representation of minorities
  • Review proposed OPM, DoD, or Navy classification standards or guides and prepares comments and recommendations as to the validity of such drafts and potential impact to NRL
  • Assist in workforce strategic planning and analysis; workforce development; workforce effectiveness; organizational effectiveness; organizational innovations; workforce information and communication; and workforce requirements
U.S. Naval Research Laboratory (NRL)
Laboratory Quality Enhancement Program (LQEP) and Monograph Publication

ARServices assists NRL in providing research and documentation on human resource, managerial, and other administrative procedures and authorities commonly available to research labs in academia and industry.

Project tasks include:

  • Assist in the provision of documented, expert historical context for NRL’s position on Laboratory Quality Enhancement Program (LQEP) matters
  • Schedule and Facilitate LQEP personnel panel and working group meetings
  • Review and/or prepare proposed policy statements and draft legislation; provide recommendations to the NRL management team
  • Propose and/or revise other documentation and prepare monthly reports
  • Assist in the publication of the monograph as part of a series of center for technology and National Security papers focused on critical defense issues 


Defense Threat Reduction Agency (DTRA)
Chemical and Biological Division (J3OSC), Technical and Logistical Services

ARServices trains personnel in chemical, biological, radiological and nuclear (CBRNE) defense equipment practices, and procedures. We implement hazardous material storage, shipments and handling. Normal warehouse operations include receiving, storage, distribution, disposal services, inventory management and shipping from and to multiple locations throughout the National Capital Region (NCR), Continental United States (CONUS) and Outside of Continental United States (OCONUS). Personnel support various logistics aspects of J3OSC missions in support of site closure, challenge and routine inspections.

The contract scope covers the following:

  • Operation of the J3OSC Warehouse;
  • Managing and provision of related services, to include receiving, storing, maintaining, repairing, calibrating, issuing, shipping, transporting and disposing of equipment, substances and materials, including radioactive sources, and hazardous materials
  • Training DTRA deployers’ on the use and maintenance of CBRN equipment and related topics for POM
  • Supporting certain logistics aspects of J3OSC missions in support of site closure, challenge and routine inspections
  • Maintaining accountability of equipment and items; and maintaining appropriate records
Defense Logistics Agency (DLA)
Headquarters On-Site Systems LAN Support

ARServices maintains the hardware and software critical to the graphics support mission DLA Headquarters’ staff and programs.

Project tasks include:

  • Install and maintain hardware and software required for DLA DES-BX
  • Provide technical service and support to upgrade and maintain the computer system and network, including Apple Mac workstations, Windows XP workstations, printers, servers, and IT infrastructures
  • Repair/replace failed components to return system to full functionality
  • Install new and replacement equipment
  • Monitor operations to ensure server operability and perform backups
  • Determine when SW/HW updates are required, inform management, and provide specifications for the effective and accurate acquisition of updates
  • Provide remote support to resolve SW/HW and network failures
  • Coordinate warranty repairs and replacements
  • Provide monthly desktop support, phone and e-mail support, printer support and training
Defense Information Systems Agency (DISA)
Joint Hawaii Information Transfer System (JHITS) Program Management Support Services

ARServices provides integrated logistics Support services, to include comprehensive warehouse operations; the Reliability, Maintainability, and Availability (RMA) Program; Quality Assurance and Safety Programs, and the Training Management Program. Personnel develop policies and procedures, coordinated between the various AT&T management areas that are responsible for delivering services under the HNS contract, for maintenance of spares (end and component items), repair parts, and consumable items; tools; and test-measurement- and diagnostic- equipment (TMDE) that are necessary for achieving the Hawaii Network Services (HNS) performance objectives.

Project tasks include:

  • Maintaining IT asset/inventory accuracy for warehoused material and software
  • Performing monthly, quarterly, semi-annual, cyclic, controlled item, and other Type Physical Inventory Code (TPIC) inventories, as directed
  • Identifying repetitive processing errors and help resolve issues/problems in supply system work processes and presenting these issues for approval
  • Assisting in IT purchasing, to include data calls, management inquiries, reporting and expansion of ITAMS applications
  • Continuity of Operations Planning (COOP) support


Defense Logistics Agency (DLA)
Conus IT Asset/Inventory Management

ARServicesperforms various inventory schedules and physical inventories. We initiate and coordinate periodic asset inventories, account reviews, and reports that are reconciled within the prescribed asset management system.

Project tasks include:

  • Performing physical inventory control program services that maintain integrity in mission material IT asset balances
  • Maintaining asset/inventory accuracy for warehoused materials
  • Ensuring asset database is updated accurately through remedy and/or other asset management systems
  • Managing physical inventories, location surveys, and perform research and reconciliation
  • Performing cyclic, critical/controlled/sensitive item, and other physical inventories
  • Maintaining asset/inventory accuracy for warehoused materials, including hardware and software
  • Identifying repetitive processing errors and help resolve issues/problems in supply system work processes
  • Performing causative research for inventory adjustments
  • Coordinating receipt, storage, and asset disposal with Installation Support Activities
Defense Logistics Agency (DLA) Data Center Inventory Management

ARServices identifies, inventories, and blueprints assets at 16 DLA Data Center locations and SIPR rooms, in support of the Data Center Optimization Initiative (DCOI) Data Center migration effort. We perform physical inventory control program services and perform initial Data Center Physical Inventory, including all IT equipment, software and all environmental equipment that support the data center.

Project tasks include:

  • Ensuring IT asset database is updated accurately through ITSM for IT assets
  • Maintaining IT asset/inventory accuracy for Data Center hardware and software materials
  • Updating ITSM (IT Service Management) Database and assisting in facility closures or downsizing
  • Drawing diagrams of the Data Centers, to perform detailed analysis for closures, and to collect various data elements and perform detailed analysis
  • Identifying applications that are running at each of the sites, to include test, staging, COOP, development and production environments
  • Identifying all hardware maintenance contracts for all servers at each location
  • Identifying all maintenance contracts for all HVAC, UPS, PDU, generators, batteries, and water detection system that support any of the data center rooms
  • Identifying hardware configuration to include processors, processor types, and memory of each device
Defense Threat Reduction Agency (DTRA)
Cooperative Threat Reduction (CTR), Logistics Support (CLS) Services

ARServices provides end-to-end shipping, clearing items as technical aid to achieve duty and tax-free clearance, while providing economic warehousing solutions Additionally, we provide a seamless, efficient record keeping and workflow tool for accomplishing all global supply chain management and personnel logistics services

Global Supply Chain Management

  • Maintain positive control and near real time tracking of all items
  • Prepare, submit, and maintain all shipment documentation
  • Export packing in accordance with best industry practices for international shipping

Personnel Logistics Services

  • Provide complete travel support services to move and support CTR personnel in worldwide locations
  • Provide lodging and in-country reservations and ticketing for intercontinental and intra-continental personnel movement via rail, air and auto

Enterprise Management

  • Maintain web-based, scalable, password-protected, work-flow type record-keeping system for requesting tracking, and reporting all CLS shipping activity and personnel movement
