Ray Helms

Chief Financial Officer

Mr. Ray Helms is an accomplished CFO with over 20 years of experience driving financial strategy, mergers and acquisitions (M&A), and risk management across industries including government contracting, telecom, and defense. He has led multi-entity integrations, cost optimizations, and financial planning and analysis in public, private equity-backed and mid-market companies. His expertise in Enterprise Resource Planning (ERP) implementation, regulatory compliance, and cash flow management has led to demonstrated success in profitability improvement and long-term revenue growth. Mr. Helms is also a Certified Public Accountant (CPA) skilled in developing high-performing finance teams and aligning financial strategies with business objectives to deliver sustainable results.

Ray Helms is a skilled strategic financial leader. His career experience includes risk management and compliance; mergers and acquisitions; ERP and Information Technology (IT) systems integration; taxation (individual, business, non-profit); cash flow management; and capital allocation. Mr. Helms’ expertise also involves budgeting, forecasting, and cost optimization; private equity/capital markets strategy; contract negotiations and regulatory compliance; and team leadership and development. In addition to his work with ARServices, Mr. Helms is Treasurer and a Member of the Board of Directors for Friends of Banshee Reeks Nature Preserve, Inc. He also holds memberships with the Financial Executives Networking Group (FENG) and the Association of the U.S. Army (AUSA).

Mr. Helms has held a CPA license in Virginia since 1989 and maintains membership within the Virginia Society of CPAs. In addition, he is a Certified Intuit QuickBooks ProAdvisor and proficient with a broad range of ERP systems (such as NetSuite, Unanet, Sage, and Costpoint), as well as financial modeling and analysis tools (such as Microsoft Excel, Clearwater Analytics, QuickBooks, PlanGuru, and Leaseguru). Furthermore, Mr. Helms has significant experience with income tax law and related preparation and compliance systems, including Intuit ProConnect, TaxAct Professional, and TurboTax. He holds a BS in Business Administration & Public Accounting from George Mason University.

Scott Meyer

Chief of Staff

Mr. Scott Meyer is the Chief of Staff (CoS) for ARServices, reporting directly to the Chief Executive Officer (CEO). He serves as the primary, senior executive point of contact regarding day-to-day corporate functions and is responsible for managing and overseeing service delivery personnel activities, as well as partner efforts. Mr. Meyer has extensive experience supporting various government agencies, including the Department of Defense (DoD), Department of Homeland Security (DHS), U.S. Marine Corps, U.S. Army, and the U.S. Air Force. Prior to joining ARServices, Mr. Meyer held several leadership roles under Battelle Memorial Institute.

Mr. Meyer also has an extensive active military career, serving as a Chemical, Biological, Radiological, and Nuclear (CBRN) Defense Officer/Chief Warrant Officer-5 (CWO5) for the U.S. Marine Corps for 24 years. During his time in the U.S. Marine Corps, he fulfilled a variety of roles, including Nuclear Weapons Effects Instructor, Senior Drill Instructor, Marine Corps Combat Instructor of Water Survival, Antiterrorism/Force Protection Officer, Joint Staff Action Officer, and CBRN Defense Officer. His active duty service culminated at the Joint Staff J-8 where he served as the Joint CBRN Defense Capabilities Integrator, responsible for the development of joint doctrine, training, leader development, and education programs.

Following his retirement from the Marine Corps in 2012, Mr. Meyer joined Battelle and served in the Office of the Assistant Secretary of Defense for Nuclear, Chemical and Biological Defense (OASD[NCB]) Programs as the International Operations Manager where he focused on the development of U.S. Forces Korea’s biological surveillance capabilities. He then returned to the Joint Staff J-8, this time as the Program Manager for the Joint Requirements Office for CBRN Defense where he managed the $30M support contract and served as a Senior Strategic Analyst. Mr. Meyer then transitioned into a business leadership role, serving as the Deputy Division Manager for Logistics and Operations where he managed a number of programs including NNSA, Headquarters, Department of the U.S. Army, and DEVCOM. During this time, Mr. Meyer also served as the Multilateral Engagement Task Lead to the Defense Threat Reduction Agency’s (DTRA) Cooperative Threat Reduction (CTR) Directorate, where he developed global engagement plans for partner nations to locate, identify, secure, and eliminate WMD materials and their delivery systems.

Mr. Meyer is a combat veteran with deployments to Operation Desert Shield/Desert Storm and Operation Iraqi Freedom (four tours). During his time as a Marine, Mr. Meyer was awarded the Defense Meritorious Service Medal, the Meritorious Service Medal, the Navy Commendation Medal, and the U.S. Air Force 332d Air Expeditionary Wing Top Performer Award. He holds a BS in Organizational leadership from National University.
