- Federal agencies create a venue for large and medium-sized companies to support small businesses and achieve subcontracting goals while cultivating a robust Defense Industrial Base. This allows agencies to gain access to large companies’ corporate capabilities and resources, while still receiving the emerging technologies small companies often deliver.

Nunn-Perry Award
In 2023, the Defense Threat Reduction Agency (DTRA) approved their first small business Mentor Protégé Program (MPP), which is led by ARServices, Limited (Mentor) in support of Shield Analysis Technology (Protégé). This partnership was recently recognized for setting a new benchmark in how small businesses can scale to meet complex national security missions. Through the award of a Nunn-Perry, presented at the DoW MPP Summit in April 2026, the DTRA J4’s Office of Small Business Programs (OSBP) team, ARServices, Shield, and Morehouse College Innovation Entrepreneurship Center (MIEC) were applauded for their dedication and success throughout DTRA’s inaugural MPP.
The Nunn-Perry award honors the legacy of Senator Sam Nunn and Secretary William Perry, proving that collaboration between government and industry is key to modern threat reduction. This award recognizes the excellence in large business mentorship and success in small business development. By mentoring an innovative small business into a high-performing prime contractor, this partnership strengthens the defense industrial base and ensures critical CBRNE support for the warfighter.
Though traditionally MPP mentors are large business contractors with a multitude of prime contracts, ARServices has demonstrated its ability to scale and capably perform as a prime contractor at a similar size and scale. This success has allowed ARServices to provide the same type of mentor support as large business mentors. Specifically, ARServices supported Shield with critical back office and program management structural support, enhancing Shield’s capabilities to win, manage, and execute DoW prime contracts. ARServices’ integrated training and certification support allowed Shield leadership to successfully achieve Project Management Professional (PMP) certifications, enabled Shield’s ISO 27001 certification, enhanced financial and HR tools and processes, and increased business development (BD) and proposal capabilities and submissions. The activities required to implement the successes above were seamlessly managed by ARServices’ Program Manager, Thamar Main, ARServices’ Director of Contracts & Pricing, Ike Durishin, and Shield’s CEO, Dr. Denise Baken. Their dedication and extensive leadership experience enabled efficient management of all tasks and successful implementation of MPP goals.
