Ron Fizer

Counter Threat Fellow

As a Counter Threat Fellow at ARServices, Mr. Fizer assists in leading and managing the corporate counterthreat portfolio with a focus on the CBRN mission space. He brings 36 years of experience in addressing Countering Weapons of Mass Destruction (CWMD) and chemical, biological, radiological, and nuclear (CBRN) challenges for the Department of Defense (DoD) and Department of Homeland Security (DHS). His extensive expertise includes capability development, advanced development through test and evaluation, and strategic planning, which has been instrumental in helping Combatant Commands secure over $650M in additional funding to address readiness gaps.

Before joining ARServices, Mr. Fizer served in various pivotal roles, including Principal Director at the Deputy Assistant Secretary of Defense for Chemical and Biological Defense, where he led the integration of requirements generation, research and development, testing, and procurement for CBRN equipment and medical countermeasures. His leadership at the Army Test and Evaluation Command, U.S. Army Dugway Proving Ground, and other key positions has consistently driven advancements in CBRN readiness and operational capability.

Mr. Fizer has chaired the CBRNE Industry Group and served as Director of Programs for the National Defense Industrial Association (NDIA) CBRN Division, contributing to industry-wide collaboration and policy development. His extensive background and leadership ensure ARServices meets the complex needs of its clients in the CBRN domain. Mr. Fizer holds a Master’s Degree in National Security Resource Strategy from the National Defense University and a Master’s in Environmental Science Management from Jacksonville State University.

William Harman

Senior Vice President

Mr. Harman, Senior Vice President of Operations at ARServices, plays a pivotal role in growing ARServices’ business portfolio and managing critical customer operations. He led the successful acquisition of a $145M contract with the Defense Threat Reduction Agency (DTRA) to provide Program Management Office (PMO) support, solidifying ARServices’ leadership in CBRNE and CWMD support services. Mr. Harman manages operations supporting multiple customers, including the Department of Homeland Security’s (DHS) Countering Weapons of Mass Destruction Office (CWMD), the Office of the Secretary of Defense (OSD), and the Department of Energy’s (DOE) National Nuclear Security Administration (NNSA).

Prior to ARServices, Mr. Harman held significant leadership positions at Branch Civil, where he was the Director of Operations, as well as at Engility Corporation, where he oversaw CBRN operations and provided strategic support to various DoD initiatives. His contributions at Engility included leading a portfolio supporting DoD with advisory and assistance services, enhancing CBRN capabilities, and managing extensive teams and budgets.

Mr. Harman’s career is marked by his strategic and operational acumen in both military and civilian roles. He served as the Deputy Director for Research and Development at DTRA, where he managed a $1B annual portfolio focused on CWMD and high explosives. Mr. Harman holds a Master’s Degree in Strategic Studies from the U.S. Army War College and a Master’s in Nuclear Engineering from the Air Force Institute of Technology.

Marie Gupta

Sr. Director of Talent Acquisition & People Operations

Ms. Gupta, as the Sr. Director of Talent Acquisition & People Operations at ARServices, leads all Human Resources (HR), recruiting, onboarding, retention, and personnel coordination activities across the company. With a passion for helping people, Marie has developed an extensive career in recruitment and talent management. Her journey includes key roles at mid to large organizations such as GTSI, L3 Communications, IBM, TASC/Engility, and Northrop Grumman.

In the last 8 years, Ms. Gupta advanced into a leadership role within a 1300-person business unit at ManTech, where she supported a General Manager/Senior Vice President and three Vice Presidents while leading a team of fifteen recruiters. Utilizing networking capabilities alongside traditional sourcing methods, Marie successfully recruited specialized talent in Chemical, Biological, Radiological, Nuclear, and high-yield Explosives (CBRNE), Weapons of Mass Destruction (WMD), and medical countermeasures. She focused on filling roles in engineering and technical fields, analysis, scientific research, and program management. She then served as the Director of Recruiting at Quadrint, Inc., where she empowered teams by connecting talent with the right opportunities. Under her leadership, Quadrint experienced a 43% growth, followed by a successful acquisition by CACI.

Ms. Gupta brings invaluable skills such as strategic thinking, business process improvement, optimizing technology for productivity, and a customer-centric mindset. She emphasizes cross-functional collaboration, proactive communications, and being data-driven. Combining a collaborative spirit, emotional intelligence, and intellectual intelligence, she embodies and manages ARServices’ human capital management initiatives as a dedicated brand ambassador. Ms. Gupta holds a Bachelor of Science in Business Administration from Frostburg State University.

John Ratliff

Chief Financial Officer

As CFO, Mr. Ratliff is responsible for all financial activities of the company and provides strategic financial analysis and operational recommendations as a member of the executive management team. The systems he has implemented, as well as his innovative financial and cash management recommendations and solutions, have been instrumental in the company’s transition from the SBA 8(a) SDB program to a successful mid-sized corporation.

Mr. Ratliff has over 35 years’ experience translating business goals into actionable operational plans for both for-profit and non-profit companies. Within the DoD and counterthreat federal market space, he supported the entire financial management operations for a $77 million corporation with offices in the U.S. and overseas. This included supporting Russian language training for On-Site Inspection Agency missile treaty inspectors and systems engineering and technical assistance (SETA) for the DHS Domestic Nuclear Detection Office (DNDO). This included hands-on accountability for accounting and business functions, providing reporting and analysis to both corporate staff and government stakeholders. He has served within various leadership positions before joining ARServices, to include Corporate Controller, Vice President of Operations, and Chief Financial Officer.

His financial and operational expertise allows him to increase company’s back office and corporate capabilities through both process standardization and innovation implementation. His accomplishments include proposing, financing, and implementing a diversification and expansion strategy within a previous position that increased revenue by 600%. After this success, he positioned and prepared the company for sale, researched and selected a merger and acquisition firm, and negotiated the terms and conditions of the eventual sale agreement. Mr. Ratliff holds a Master of International Business Studies (MIBS) graduate Degree from the University of South Carolina and a Bachelor’s Degree in Chemistry from the University of Virginia.

Jerry McCargo

President & Chief Executive Officer

As President & CEO, Mr. McCargo provides overall executive leadership of ARServices—a highly credentialed, minority-owned, U.S. Small Business Administration (SBA)-certified Small, Disadvantaged Business (SDB). His leadership drives the company’s profitability and highest quality delivery across ARServices’ three lines of business—business transformation services, integrated logistics services, and research and development support services—supporting the Department of Defense, civilian federal government customers, and industry teaming partners.

Prior to leading ARServices, Mr. McCargo held executive leadership roles for other government consulting firms, including large, Fortune 500 businesses such as AT&T Government Solutions, Verizon Federal Systems, and Unisys Federal Systems. He has extensive experience leading the complete business profit-and-loss life cycle from customer contact through contract closeout and consulting stakeholders on topics related to strategic planning, business re-engineering initiatives, human capital management, resource management, and marketing. Some of Mr. McCargo’s accomplishments include developing an integrated operations and marketing plan for a $2 billion worldwide business unit that exceeded corporate targets and market growth rates for revenue and earnings before interest and taxes (EBIT); creating a business unit that propelled sales from zero to $250 million; leading financial and technical performance of global contracts totaling $200+ million; and leading an expansion into the federal intelligence market and driving revenue from $38 million to $90+ million in two years.

Under Mr. McCargo’s leadership, ARServices has achieved significant milestones in the Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) policy domain. Notable achievements include securing a transformational $145.5 million contract with the Defense Threat Reduction Agency (DTRA), leading an integrated team of business partners to deliver innovative CBRNE and CWMD solutions, and managing one of the most successful small businesses supporting DTRA. These accomplishments have been pivotal in enhancing national security and maintaining the U.S. military’s technological edge.

Mr. McCargo’s business acumen has been recognized by SBA and his fellow Emerging Leaders (EL) Alumni, earning him the position of Chairman on SBA’s Emerging Leaders (EL) Alumni Business Collaborative Board. At the same time, ARServices successfully graduated from the 8(a) program and achieved selection in the Inc. Magazine 5000 as one of the fastest growing companies in the U.S. for five consecutive years. Mr. McCargo holds a Master’s Degree in Business Administration from American University and a Bachelor’s Degree in Political Science and English from the University of Rhode Island. He also holds professional certifications from the Wharton School of Business at the University of Pennsylvania, the Tuck School of Business at Dartmouth College, and George Washington University.
